The bill is sponsored by Congressional Sportsmen's Caucus (CSC) Co-Chair Sen. Kay Hagan (D-N.C.) and CSC member Sen. Lisa Murkowski (R-Alaska). Current co-sponsors include CSC Vice-Chair Sen.
